Scope

Does every bid price the same drawings, specification sections and addenda?

Has every bidder acknowledged every addendum?

Is each bid broken into line items you can compare with the others?

Are quantities stated where the price depends on them?

Exclusions and alternates

Is every exclusion from every bid listed in one place?

Has each excluded item been priced, so the bids compare on the same scope?

Are alternates and voluntary options kept separate from the base bids?

Are each bidder's qualifications and assumptions written down?

Between trades

Has work that sits between two trades been assigned to one of them?

Have you checked that no item is carried by two trades at once?

Are shared items, such as hoisting, cleanup or temporary works, assigned to a trade or to you?

Terms and the award record

Do all the bids assume the same schedule and duration?

Do you know whether each price includes tax, bonds and permits?

Is it written down why the recommended bid was chosen?

Are late bids and clarifications logged with the date they arrived?

Method: yes scores a question in full, partly scores half and no scores nothing. Each question is weighted from one to three by how much a gap there could change what the work costs after award, and the score is the weighted share, as a percentage. Unanswered questions are left out.
