What to check before award
Method: each bid starts from its stated base bid, or the sum of its priced lines when no base bid is given. Every base line a bidder excluded or did not mention gets a plug: your estimate for that line when you have entered one, otherwise the median or highest price from the bidders who priced it, per the plug method. Stated plus plugs is the levelled total, and bids are ranked on it. Alternates are compared side by side and never counted in totals. A line under half or over twice the median is flagged once at least three bidders have priced it. Everything is worked out in your browser.
