The scope lines

Ask every bidder to say, for each line, whether it is priced, included, or excluded. A line a bid never mentions is the one that turns into a change order.

Where earthwork and sitework bids differ

  • Rock excavation and unsuitable soils excluded, or priced as unit rates with no quantity.
  • Export and haul-off limited to a fixed number of loads.
  • Dewatering excluded where the geotechnical report shows groundwater.
  • Building pad certification and testing assumed to be the owner's.
